Live topic or active topic is just a way to let you know, folks are in the said thread posting or reading right now, so you should run in and see whats going on.

[just noticed a similar setting as we just upgraded to phpBB3 and it has a similar active topic options.]

But kinda useless, clicking new topic/post ever 3 sec does the same thing ;)

you also don't have to refresh...
