Paint.NET is what I have, and if you need help, click help and it takes u to the "forum" which is a search and tip site and at the top is a search bar and you can search what you wanna learn to do on it. Photoshop is Great but I dont have photoshop money so lol Paint.NET is FREE so yeah lol I think its a nice beginners tool :D

P.S. - FREE is a nice price :P

I might have to find some time and do a little digging on this. I'd love to be able to put out chops like Dragon.

I started with paint.net as well. Been using photo shop for nearly 3 years now though. Been making art on it for people who need sigs for whoever asks. I've made over 300 sigs easy, but yet to make one for myself to put on these forums. Now that I think about it, I probably will tomorrow.
