If you already have the OBD Bluetooth try downloading the app called Torque, it is only $5 and there is a free version also, I use it on android but they have it for IoS also.

The PE ramp in rate setting could also be too high. To the OP, the hose sounds like it may have been leaking vacuum, if so the computer would try to add additional fuel to make up for the leanness...
