If clay doesn't work, try Adam's Revive hand polish. I have similar spots on my white rear bumper which Clay did not remove . the hand polish always works great.

I almost exclusively use rinseless wash now, Optimum No Rinse, and love it. Saves time and water. Looks great. Just make sure car isn't too dirty to start or may swirl, especially black.
