No need to remove the "under bumper" screws. The three wheel well screws will give you enough room to put your hand and forearm in to change the room. I've done it several times.

Remove the bottom three screws on the lower front...

Remove the bottom three screws on the lower front of the wheel well liner and pull liner back then reach in and change bulbs. No need to remove tires.
