Could the voltage getting to the actuator be low so when it clicks on, the extra draw lowers the voltage even more, causing it to click off

No. you have the connection to the Pwr Outlet fuse ( 1 is by the shifter, 1 is in the center glove box) both are off when the Ign is off

When I got my Supercharger and ran into problems with the tune, I got very little help from them, that's why J&M Motorsports went with HP tuners, Car is running great now.

You have the LFX Engine, so a tune should be no problem, I'd go with IPF or HP Tuner. I don't think it'l be as much as Trifecta and it should be the last thing you do.
