The rainbow look is definitely a high spot where you didn't wipe it. Has to be polished off and likely recoated. Would recommend redoing the entire panel.

That can definitely happen. Seen it before. Rain water doesn't always mean its safe. Also the water could be fine, but what was on your car and dry at the time can react badly with standing water...
