I'm deployed so can't give you the voltage specs on the sensor, the service manuals are on the wrong side of the planet. Maybe someone else can chime in, otherwise put a voltage reader at the gauge...

You have a sensor or wiring issue. It should pretty quickly move up and be 160-210 depending on what you're doing and how long you've been driving. Mine is typically in the 175-190 range.
