The top rides in the guide, bottom in the block. In the lifter bore they need about .0012" to .0014" give or take a few ten thousandths. That precision fit controls oil pressure to the mains. Loose lifters in tore up lifter bores will destroy the main and rod bearings in an LS motor.

It would be like putting a hole in your garden hose, and wondering why not much comes out the sprayer.
