A lot of the time these brackets are installed right onto the bumper cover putting permanent holes in the front of your new car, that looks to be the case here too. It sure would be nice if it were pre-drilled out of sight holes... but it doesn't look that way. So just make sure it isn't ever installed if your not planning on using it.
