Transformers 1 used the Camaro Concept, which debuted in 2006 and at that time GM had no plans to put the car into production. The time between concept and production for the 5th gen isn't typical because of that.
Usually if GM is serious about producing a concept car, work on the production model has started long before they even show the concept. For example, the next-gen global-spec Colorado was shown in concept form in 2011, and the production truck was released just around a year later.
Furthermore, showing the 6th gen in Transformers 3 would be pure stupidity. Why should GM give Ford a heads up on what the 6th gen will look like?
The car in the first movie was not a concept. It was a reskinned goat.
