28 mpg on the highway, on completely flat roads, cruising at 70 mph? It's possible. I usually see between 22 to 28 mpg on the highway.
28 mpg in the city? No possible way, these things chug fuel when accelerating but only sip fuel when cruising. I'm lucky to get 18 mpg in the city if I don't drive economically. On the last tank of gas I got 15 mpg, which was 100% city driving. I'm pretty heavy on the foot though. With a lighter foot and some economical driving, 20 mpg may be possible but it's a stretch.
