Remember who we elect. The hotshots in Congress all love to throw their money at something. If they don't have luxury cars, they have fast ones. They aren't enthusiasts generally so they tend to buy fresh from the factory. In other words, enhancing regulations to kill performance cars would kill their ability to show off.
