We install then off to one side or the other, because they are not supposed to protrude past the most forward part of the bumper (the center). You can install it on either side. Personally, the passenger side makes the most sense to me as that will make for a straighter angle when being pulled behind someone. (The tow truck should stick to the right side of the lane and the car being towed should stick to the left side of the lane, so the person being towed can see around the truck pulling.)
