Many will argue, but I believe the cover helps reduce wear on the top.

Without the cover, the folded top flaps up and down at normal driving speeds from air going in and around the side rails. I've seen no other convertible top do this flapping except the 5th gen Camaro. In my opinion, Chevy should include the tonneau cover on ALL trims -- not just the 2LT and 2SS.
