The Forza 5 team said they put less cars in because they wanted quality over quantity. Yes, Forza 5 was rushed, but it's really not anything like you make it sound.

The DLC scheme was different on Horizon and the consumers got screwed, so I'm assuming they'll try the same thing with 5. And that was a generalized statement toward the entire industry not just Forza or MS. The only game where I feel I get my moneys worth in DLC is Battlefield.
I agree with the quality over quantity, just look at GT5. They re-did some cars but left the low res models for others and the game suffered from it. As much as I love the Forza series including 5, it does feel rushed in terms of the content, and I wish it would have released at a later time in a more finished state. Visually and technically it's a stunning game.
