I can't even count the number of times I had to pass someone on the right because they didn't move over. Around here in TO the defacto highway speed is 120 and I'm not overly aggresive on the highway. I've had many instance where I have the person a good minute to notice me right up their ass to get them to move over before giving up and passing on the right. Annoying as hell.
