Yup, you're correct, it's because the DRL's have a lower voltage. You'd need to somehow reroute the power through a relay than only sends power to the headlights when it's full voltage (ie after dark), or somehow disable the DRL function completely.
Something like these harnesses would work. Since you have the eagle eyes w/ an HID kit, I have no clue which harness would work with the kit you have.
