If it begins production in 2011 it can't be a 2011 model. As for the wait, there were some delays regarding a German company and the actual convertible top they were supposed to supply, not to mention GM's bankruptcy. I'm sure it was in their initial plan to begin building them one year after the coupes. I don't see how the Z28 figures into any of this.
