Jim, The filter seals up the wall of the box pretty good but there needs to be a little wiggle room there for movement since it is attached to intake tube which is attached to the engine. As you hit the throttle, your engine obviously moved thus moving the intake tube and air filter, for that reason there is a little room to allow for that movement without stressing any of the materials.
