All billet is barstock, not all barstock is billet. At least in it's formal definition. How it is used now might not be correct, but it is a proper descriptive term for metal working stock. Chances are, you at some point have ordered billet and called it barstock. It's an old school word; it seems to have fallen aside in the early 1940's. From my understanding, 1x1 barstock is billet where 2x1 isn't. In any case, those valve covers aren't made from billet in the traditional sense. But English does evolve.
