Yes, you still need fuel stabilizer. Plastic? My fuel tank isn't plastic.

If your garage is heated, you don't need a moisture barrier. However, you should still put a moisture barrier underneath your tires because concrete will draw moisture out of the rubber and shorten tire life and speed up dry-rot.
