well yes, but even if you have factory cats or otherwise you can still fail emissions with an aftermarket camshaft if the specs of the cam arent correct for emissions compliance .... on the overlap cycle of the motor you will essentially just pass raw unburned fuel right out the intake valve and right out the exhaust valve, so essentially the car will fail due do to high HC's. Factory cats will do one hell of a job to clean a lot of that up, especially if you get them really hot before testing, but there is a limit to how much they can clean up... my generally rule of thumb is keep the the overlap at .050" at a max of 0 degress, and under...
