My theory is that they are just waiting for a few years so they can see what Camaro sales and the market look like. And also to tweak the Z28 to determine where it will fit in within the Chevy lineup (can't step on the mighty vette's toes) and against it's main competitors.

High Performance - 638hp
Fuel Sucking - 14 city/20 highway
Low Volume - 2000 units per year

And it arrives this summer starting at $105,000. It's called the ZR1.
