They don't know what they are doing. If it takes them 6 times to paint it and still not finished with it.

Waterbased paints dry really quick. Now the clear is what takes longer to dry at least a good 24 hours depending on clear. Oven helps but is not needed to do the job.
They just don't know what they are doing. Put your base coat, let sit for a few hours to be safe, then come back mask stripes off, paint stripes, let sit for an hour or so, and then clear it.

I also hope they are removing all that paint thats on there. Now there are multiple layers of paint on that bumper. It will be more prone to cracking do to the excess amount of paint layers.
