Badges are some of the longest lead items on any car. They have to go thru rigorous safety testing, marketing and manufacturability protocols that most parts never see. Generally they aren't ready until hours before the line actually begins to move at the start of production. Also gold, is getting very expensive and GM can't waste it on mule cars, even for the photo department. Plus all the scotch tape was used up from taping the rest of the car together! Either that or they forgot since they're so used to seeing them all without the bowties.
