CA does not require you to smog your car for the first 5 years from original date of sale, and only every other year after that. What I have always done... keep the OEM parts in the garage and swap before smog, then put your mods back on after you pass.
If you get pulled over, most cops won't know what is stock or not, even then, I believe each infraction is only a $10 fix-it ticket.
