The MyLink and Infotainment unit aren't developed and managed by GM itself. It's a company that GM contract to create the parts, software, and firmware for each of their vehicle models.
In Canada a company call York Electronics handles all of this for GM. This is why you can't update it yourself (since this company may be charging GM for these services), that's probably how they capitalize on the partnership.
At the end of the day it's a political struggle between the users, GM and the vendor.
