for 12 bucks,I change it more often. Plus last year was a very heavy pollen year,looked like it after 12k. The filter was filty. But yes,depends on conditions. But for the price, I can afford to change it more often. doesn't hurt anything to do it. Afterall,it cleans the air coming into the cabin. Also I very rarely drive with the windows down.
