Not an issue for a street car.
No, the FRONT brakes. Fender vents let the heat and air pressure in the front fender well escape to increase air flow through that area. A race car usually has front air scoops or tubes directing air to the front brake area so the back of the fender well vents assist in letting that hot air escape.

Won't make any performance difference on the street unless he does the twisties in some spirited driving in which case the front brakes heat up first and the quickest. If he does HPDE, autocross or any kind of road racing that vent WILL help keep the front brakes cooler.
