If this is the case and who Camaro engineers wish to cater to, then why make a V8 at all? Why not make the Camaro a sporty LOOKING car with a dog of a 4 cylinder engine calibrated to get good gas milage? It could be like a Saturn and appeal to Malibu owning secretaries or spark drivers who want something sporty.
(It 'll have racing stripes and a maybe a little wing!)
