Yeah...there's tons of types of cats/mufflers. I've seen some really short cats and mufflers before. I'd talk to my local inspection station and find out from their manager the specifics regarding exhaust emissions. The problem is that law states one thing and usually inspection stations are more strict. For example, law would state you need to have cats mufflers whereas inspection would say you can't drill holes in your exhaust pipes. Talk to them and find out. That's your best bet.
