To be honest, I don't know. The best way to do it is look under the car. If it's missing its cats or mufflers, you can write the person a citation for "not in inspected condition." Then, you don't have to worry about the db level and someone fighting the ticket. The officer plainly states...."there were no catalytic converters in the exhaust system for the Def's car." That'll fly everytime. Going by db level, I could see a potential problem. However, there are more than a few officers who actually carry the db meter reader.
