If you have the RS package then they should only be on with the turn signals or the emergency flashers (blinking only not steady on).. I have noticed sometimes that if the sun is shining right it will look like those lights are on when they are really not...
They are not like the 4th gen's DRL's they do not function as DRL's.
If you had only one of them on and it remained on then you had a problem in the turn signal circuit. it should never be on steady...
