Convertable cover

My 2012 came with a convertible cover to put over the folded down top when cruising. it snaps into both sides of the car and there are 2 elastic loops attached to the cover so that the cover can be anchored in place.

Here is my question. Where the loops hang while the cover is in place are 2 plastic domed inserts that can be finger nail pried out enough to attach the loops. This does not seem as if it is designed to work like this. In the bag, in which the cover came, is a mysterious bag of hardware consisting of 2 bolts, spacers and nuts.

Can anyone please tell me if these are intended to be the cover anchors and in what maker are they installed?

Thanks in advance.
