I look at cutouts as an exhaust leak with a cap, so with it open exhaust is still gonna route through the system as well as the cutout.
The diverters block the flow from the system and reroute it a different direction, which would most likely be dumped.
Without actually testing infront of me, I would assume the diverters would make more power, but I doubt it would be a huge difference.
