EDIT: Looking at the Licence Plate I can see that the seller is using the "6-months-old" trick to import the cars... He will not pay the French Fee probably...
I dunno if this rule is valid for France too, but in Italy if you import a car that is 6 months old and has more than 6000km the car is considered "used".

The importers often have stocks of car, registered at their name... after 6 months they ship this stocks to Europe... before to do this they change the miles counter to the same value of 6000km. When the car is in Europe the change back to 0 the counter... They don't pay the VAT but they still ask you to do that... Be carefull! ASK the documentation that show how much they payed in customs!! It's your right in UE!
