In California though, you can get a turbo kit add-on smog certified. In Texas you can't:

"Adding a part that was not originally certified on the car, such as installing a turbocharger."

Even if it IS CARB approved.

Can you remove smog for Off Road Use Only in Texas?

"A catalytic converter may not be removed from a motor vehicle that is currently being used only for off-road driving."

I honestly believe he uses that Not For Sale in California as a selling point.
