Oxidation can be buffed out...but it depends how far into the layer of paint it is. If it is a car that has clear coat paint system, then the only way to restore it is repaint the car. You've seen these cars. They're the one's that look like someone peeled the top layer off the car. If it is not a clear coat paint job the best way is to go to a body shop supply store and talk to them about products that will help you. 3M has a host of products for this. Or find someone who works in a GOOD body shop and see if they want to make some side money. Not trying to rub it in..but a claybar every 6 months and a good waxing/polishing every 60 days, would have eliminated you being in this position, assuming you owned this car from the beginning.
