Two things in play here.
The October pre-order completion is a SAFE date in my opinion. I would suspect they'll actually complete the pre-orders by late August- early September.
ONLY the pre-orders are price protected. If you order after March 16th you leave yourself open to any price increases.
Long story short, if you order in late March-early April, I would bet you'd still have your car by the end of October but
maybe at a higher price...
