TSB's are only done if the customer brings the car in for something, sometimes only if the customer complains specifically about the issue. Theres even cases where the technician may not even be aware of the TSB.
Recalls the company has to send notices out and do the fix on all cars, usually over a set amount of time.
obviously it would cost more money on a recall, because there would be alot of people who will just wipe the fluid off and continue on if they even noticed it, or never need to bring the car in for something else
In either case though you dont have to pay for the fix
