Did the APEX washer bottle come with the bolts to secure the filler part to the CAI box?

Agree on buying the right tool. I got the 2-handle squeeze ones

The kit comes with the four bolts for the bottle and two for the filler neck. I used all the washers provided on the bottle and had to round up some for the filler neck

I've edited my original post to add some of the tools needed that I recall.

Here's the trim tool I bought at Advance Auto Parts. They have the one in the link above also
