For me personally, when using a foam gun, I like to foam it first, prior to rinsing.

This is because, IMO, even rinsing with a jet of water has the potential for causing marring.

Introducing a surfactant based soap (basically water made wetter) to the paint is going to help the add some lubrication to the first rinse.

If the car is just lightly soiled (road dust) then I will foam, wash, and rinse, using only 1 bucket to constantly rinse the mitt out with.
