Basically, it cleans your paint removing contaminants that washing alone doesn't remove. It also removes wax and sealants.
It leaves a clean surface ready for polishing, sealants, and/or waxes improving the the time they last on your vehicle.

And yes, wash, clay, polish (if needed), then sealant and/or wax.
