CAM & TUNE VS HEADERS & TUNE

I know I will be doing one of these two packages in the next few weeks than whichever one I don't do now I will do next spring.The car is an LS3 and right now has loudmouth IIs and a C.A.I. and it is sounding and running great.
All I want to accomplish with the car is to gain more torque and just have it pull harder through the gears. I am not really looking for more top end speed just want it to really be a hard puller off the line.
Cost wise/performance wise what do you guys think is the best route to go for now until I complete both packages next year?
Headers sound great but so does a cam but it is also the torque that I am looking for.
