Tire rotation (position on the car), balance (distribution of mass), and alignment (which way do they point) have essentially nothing to do with each other, even though they're typically said in the same sentence.
If the last time they touched it was 5 months ago (you said February), tire wear like that can occur in that little of time fairly easily with a big camber issue.
Nothing about this was a "scam". You just didn't know, now you do.
