It can, depending on the curbrash, but you could sand the curb rash smooth, and the vinyl will go right over it. If you are handy enough, you could use a little bondo to fill in gouges. too

Do it! After the tires are mounted, as the mounting thing can scrape the edge and knock the strip off.
