if there is no previous primer then just sand it down good enough to where a new coat of primer will hold good, when sanding with the 60 grit i used a small sander, but with the 320, and 400 i did it all by hand. now when sanding the new coat of primer you dont want to get to crazy with the 320 just make the surface look good and scratched up sound odd i know, but when you go back over it with the 400 it should give it a nice buffed looking surface then cleaning i just blew it off with a air compressor then wiped it down with some cleaning stuff like windex, or if you have it you can use mineral spirits. then you should be ready to add the new paint. if the 60 grit sandpaper scuffs up the plastic then use the 320 and 400 to fix the rough spots.
