So when I lived in a state that had front plates the dealership usually installed the front holder right away. Do most places do this or do they wait for a customer to request a particular mounting?

If it's a lot car, then the dealer will automatically mount the front plate holder.
If it's a customer order, they will usually ask the customer first...but if you're ordering it, it's best to make sure they know your preference ahead of time
