Definitely appears to be some chemical etching, if not from a cleaner it could be from something nasty splashed up on the wheels while they were hot, or that dried on the surface.
As Roshan pointed out you should be able to polish it out, or at the very least improve it a great deal by taking a little polish to it. The damage appears to be largely on the surface of the clear.
